VACANCY DETAILS

We are looking to employ a General Manager Maendeleo Fund based at our office in Dar es Salaam, Tanzania. The Maendeleo Fund is the Company’s key social investment mechanism and will play an absolutely pivotal role in helping Acacia implement its Sustainable Community Strategy.

This role reports into the Company’s Executive and the role holder will be accountable to provide leadership and systems for the implementation of the Company’s Long Term Sustainable Communities Strategy, thereby helping Acacia to be recognized as one of the most progressive African Companies.

This is a permanent role based in Dar es Salaam, with frequent travel to the Acacia mine and exploration sites.

CORE ACCOUNTABILITIES

• Implement the Board approved Long Term Sustainable Communities Strategy.
• Ensure that the Strategy is tested and validated with best practice across industry and the continent.
• Develop and roll out quality Sustainable Communities Standards and Procedures for all core processes.
• Ensure the Sustainable Communities Strategy is fully integrated with Company Strategy.
• Manage the Maendeleo Fund Budgeting and Project Expenditure Sustainable Communities Board and Annual Reporting.
• Engagement with key External Stakeholders.
• Effective strategic partnership development.
• Develop organisational capability with respect to sustainable community development.

ROLE REQUIREMENTS

Qualification Requirements:

• Degree in Social Sciences or equivalent
• MSc Social Studies and/or Humanities will be advantageous
• Accreditation in Community Relations Practice in the extractive industry will be ideal
• Business related qualification will be an added advantage

Experience Requirements:

• 10 years of management experience
• Extensive experience in managing complex multi-stakeholder development interventions
• Extensive African Development Experience
• Experience with working with Boards/Trusts and Executive Teams
• Strategic Change Management experience
• Experience working with governments and external stakeholders

Skills / Knowledge Requirements:

• Leadership: developing and implementing strategy
• Practical knowledge of enterprise development, agriculture, social infrastructure projects etc.
• Project Management skills
• Funding (trust’s, etc.) knowledge
• Voluntary Principles and Human Rights knowledge
• Grievance Mechanisms experience
• Business Writing skills
• Systems design skills

The Local Government Training Institute (LGTI) was established by Act of Parliament No.26 of 1994 as a body corporate. The Institute was established to serve as a practical-oriented professional centre for demand-driven training, research, advisory and consultancy services in the fields of Local Government Finance, Administration and Management. As such, the Institute falls under the subject sector of Business and Management. The said subject sector includes Accountancy; Financial Management, Materials Management, Human Resource Management, Project Planning, Law and related fields.

The aim of the Local Government Training Institute is to improve the performance of the Local Government Authorities (LGAs) and other interested parties through the application of appropriate training, research, consultancy and advisory intervention services. Ultimately, the role of the Institute is to facilitate the processes of decentralization by devolution, good governance, quality service delivery, poverty reduction and promotion of social and economic well being of the people country wide.

4.1 SENIOR HUMAN RESOURCE AND ADMINISTRATIVE OFFICER II- 1 POST (RE-ADVERTISED)

4.1.1 DUTIES AND RESPONSIBILITIES
• Assist in the preparation of Human resource plans. Training and career development programmes.
• Assist in reviewing scheme of service, staff regulations conditions of service and incentive packages.
• Implement approved Human Resource and Administration policies.
• Assist in identifying manpower needs and proper utilization of human resources.
• Orient new staff.
• Perform other duties assigned by his/her supervisor.
• Assist in the preparation of Human resource plans. Training and career development programmes.

4.1.2 QUALIFICATION AND EXPERIANCE

• Master’s Degree in Public Administration, Public Administration, Human Resource Management or equivalent qualifications from recognized Institution with relevant working experience of at least six (6) years in similar position.

Kuajiriwa wahitimu wa kidato cha Nne/sita waliofuzu mafunzo ya cheti yasiyopungua mwaka mmoja katika moja ya fani ya “food Production” yatolewayo na vyuo vya Forodhani (Dar es Salaam),Masoka (Moshi), Arusha Hotel, Y.M.C.A (Moshi), VETA (mikumi) na Vision Hotel (Dar es Salaam) kutoka vyuo vinavyotambuliwa na serikali.

Kulinda usalama wa majengo, ofisi na mali za ofisi mchana na usiku.
Kuhakikisha kwamba milango na madirisha yote yamefungwa ipasavyo mwisho wa saa za kazi.
Kuhakikisha kwamba wageni wote wanaoingia katika eneo la ofisi wana idhini ya kufanya hivyo.
Kupambana na majanga yoyote yatakayotokea katika sehemu ya kazi kama vile, moto, mafuriko n.k na kutoa taarifa katika vyombo vinavyohusika kama vile, moto, mafuriko n.k na kutoa taarifa katika vyombo vinavyohusika.
Kutoa ushauri wa jinsi ya kuboresha huduma ya ulinzi mahali pa kazi.

Kusimamia upandaji na uhudumiaji wa miti na misitu.
Kusimamia uendelezaji wa misitu ya kupandwa isiyozidi hekta 5,000 au ya asili isiyozidi hekta 10,000.
Kufanya utafiti wa misitu.
Kutekeleza Sera na Sheria za misitu.
Kuendesha mafunzo ya Wasaidizi Misitu.
Kukusanya takwimu za misitu.
Kufanya ukaguzi wa misitu.
Kupanga na kupima madaraja ya mbao.
Kudhibiti leseni na uvunaji wa miti.
Kutoa ushauri na mafunzo kwa wananchi juu ya uendelezaji na matumizi endelevu ya miti kwa wananchi.
Kufanya ukadiriaji wa rasilimali za misitu.
Kupima maeneo na kuchora ramani za misitu.

Kuhakiki ulinzi wa nyara za Serikali.
Kuhakiki vifaa vya doria.
Kudhibiti usafirishaji wa wanyamapori na nyara nje na ndani ya nchi.
Kudhibiti matumizi ya magari ya doria.
Kuratibu uingiaji wa wageni katika Mapori ya Akiba.
Kusimamia uwindaji wa kitalii.
Kudhibiti na kusimamia umilikaji wa nyara.
Kuweka mikakati ya kudhibiti moto mkali.
Kukusanya takwimu za wanyamapori na mimea.

Role specification

You will be direct responsibility for strategy development, M&E, governance, and human resources and will for oversee, finance, communications and programmes. This is a senior management post and requires someone with considerable experience of successfully managing a small team. You will need to be a results-driven, hands-on manager capable of strategic thinking and networking at a high level. You will manage our team and support the development of new programmes. You will be working from the Dar office.

Your role includes:

POSITION OBJECTIVE
Responsible for maintenance of Power Station structure, the Reservoir substructure, Camps, buildings, houses and services of Mtera Hydropower Plant.

PRINCIPAL ACCOUNTABILITIES
• Plan, monitor civil maintenance programs, execute and review civic maintenance programs, covering power house, the dam wall and earth fill structure, roads, domestic water supply, sewage and drainage system to the camps are carried out as per preventive maintenance schedules, including both short term and long term plans like overhauls, rehabilitation, upgrades and modifications.
• Ensure that monitoring of reservoir stresses, water leakage from the reservoir and dam deflection measurement are recorded accordingly.
• Ensure company safety rules, standards and regulations are adhered to all the time and proper safe guards are established and maintained to protect the interest of the company in relation to the reliability of plants, the safety of personnel and security of the equipment.
• Keeps civil maintenance manuals, drawings and other maintenance instructions pertaining to civil structures within/relevant to Mtera Hydro Power Plant and ensures that all changes and modifications made in the design of plants are well documented.
• Ensure civil emergency breakdowns within the powerhouse and outside are reported to your supervisor and dealt with in an expeditious manner.

MINIMUM EDUCATION & EXPERIENCE
Holder of degree in civil engineering from a recognized institution
Minimum experience in the relevant field

Its focus is to help these financial service providers diversify their product offerings to include vibrant and viable housing microfinance products with the potential for scale. Data is collected regularly from the financial service providers.
Reporting to the Associate Director of Programs for Europe, Middle East & Africa, the Monitoring and Evaluation Specialist is responsible for monitoring and maintaining the completeness and accuracy of the data collected as well as the analysis and presentation of the data for a variety of uses by the project team.

This position will be based in an office in Nairobi, Kenya.

KEY DUTIES INCLUDE:
Organize and oversee the collection of data on a monthly basis including baseline and follow-up information from clients using the “Survey ToGo” software, and financial service providers performance data.
Follow up and review the data for accuracy, logic and consistency.
Troubleshoot any problems the field surveyors may find.
Analyze the information and present in ways that support the production of learning outputs including quarterly analytical reports.
Support the production of learning outputs, which includes collection of information from different stakeholders, field visits, review of documents; and writing and editing of learning outputs.
Coordinate logistics for mid-term and final evaluation of housing microfinance products in coordination with the country microfinance managers; and support the analysis of financial service provider performance data during the evaluations.
Maintain Basecamp as the main depository for project information, and upload to SharePoint as necessary.
Assist taking notes and keeping minutes during country team calls, and technical huddle calls; follow-up on agreements made during the meetings.

REQUIRED SKILLS AND EXPERIENCE:
Bachelor’s degree in Social Sciences, Statistics, Project Management or related area.
3+ years’ experience in project management and evaluation.
Well organized and able to track multiple processes simultaneously.
Advanced software skills with Excel, SharePoint, PowerPoint and other MS-based office platforms.

PRINCIPAL ACCOUNTABILITIES

• Plan, monitor civil maintenance programs, execute and review civic maintenance programs, covering power house, the dam wall and earth fill structure, roads, domestic water supply, sewage and drainage system to the camps are carried out as per preventive maintenance schedules, including both short term and long term plans like overhauls, rehabilitation, upgrades and modifications.
• Ensure that monitoring of reservoir stresses, water leakage from the reservoir and dam deflection measurement are recorded accordingly.
• Ensure company safety rules, standards and regulations are adhered to all the time and proper safe guards are established and maintained to protect the interest of the company in relation to the reliability of plants, the safety of personnel and security of the equipment.
• Keeps civil maintenance manuals, drawings and other maintenance instructions pertaining to civil structures within/relevant to Mtera Hydro Power Plant and ensures that all changes and modifications made in the design of plants are well documented.
• Ensure civil emergency breakdowns within the powerhouse and outside are reported to your supervisor and dealt with in an expeditious manner.

Background:

The aim of SASO, established by SADC Member States through a Charter and organised under the Principle of Subsidiarity, is to promote the safe and efficient use and development of civil aviation within the SADC region. It will accomplish this by assisting SADC Member States in meeting their safety oversight obligations and responsibilities as outlined under the Convention on International Civil Aviation signed in Chicago on 7 December 1944 and its safety-related Annexes and Documents.
Pending the Charter establishing SASO coming into force, Member States agreed to put into place interim arrangements which led to the establishment of Interim SASO and SASO Secretariat. This was achieved through the signing of the Memorandum of Understanding between the Government of the Kingdom of Swaziland and SADC Secretariat on behalf of Member States.
To this end SADC Secretariat wishes to recruit a suitably qualified candidate within the SADC Region to fill the following position:
Position: Interim Executive Director of the Interim SASO Secretariat
Main purpose of the job: This position involves the overall management and administration of the functions of the Interim SASO and coordination of the development of civil aviation safety oversight in the SADC Region.

Key result areas:

  • Coordination of work of the Technical Committees and any Working Group that may be established;
  • Exchange of information with the Member States and other relevant agencies;
  • Maintenance of current data and information pertaining to the Civil Aviation Authorities/Agencies/Departments of Member States on aviation organizations, aircraft registries, the number, categories and availability of licensed aviation personnel and other relevant matters;
  • Development and maintenance of a website for the Interim SASO;
  • Development for consideration by Civil Aviation Committee (CAC) of the organizational policies, staff service rules and procedures;
  • Provision and management of technical support to Member States by the Interim SASO;
  • Organisation and undertaking of audits at the request of Ministers responsible for Civil Aviation or as scheduled in the approved work programme for the purpose of assessing compliance with ICAO Standards and Recommended Practices (SARPs);
  • Preparation, for consideration by the CAC, of an annual work programme of activities and budget for the Interim SASO;
  • Management of the Interim SASO on sound business and financial principles in accordance with plans and decisions made by CAC;
  • Preparation, for consideration by the CAC, of a schedule of fees for services to be provided to non-Members of SASO;
  • Preparation, at the end of each financial year but no later than 31 March of the following year, of an annual report on the performance of the functions of the Interim SASO during the preceding year for submission to the CAC;
  • Submission of quarterly reports to the CAC on the activities of the Interim SASO;
  • Ensuring that the Interim SASO is carrying out the functions and duties, including implementation of safety oversight activities, placed upon it in terms of the Memorandum of Understanding between the Government of the Kingdom of Swaziland and SADC Secretariat establishing an Interim SASO Secretariat as a legal entity in the Kingdom of Swaziland;
  • Management of the Interim SASO on sound commercial and financial principles in accordance with the policies and decisions made by the CAC;
  • Controlling the resources of operations of all the services under the Interim SASO;
  • Implementation of the decisions of the Ministers responsible for Civil Aviation; and
  • Performance of any other duty as may be assigned by the CAC.

Duties and Responsibilities:

The Interim Executive Director shall:
  • as the head of the Interim SASO Secretariat, be the representative of the Interim SASO and the principal liaison officer between the Interim SASO and its Member States or other stakeholders;
  • be responsible for the administration of the functions of the Interim SASO and be accountable to the CAC. He/she serves under the organization’s quality management system as the Accountable Manager;
  • appoint regional staff of the Interim SASO Secretariat from Member States subject to approval by the Civil Aviation Committee; and
  • appoint all other staff on the terms and conditions approved by the CAC.

Qualifications & Experience:

The Interim Executive Director shall possess the following qualifications and experience:
  • Considerable knowledge and experience in civil aviation administration, industry or engineering; or
  • proven ability in other fields as the Committee of Ministers responsible for Civil Aviation upon the recommendation of the CAC may consider relevant;
  • At least a Masters Degree from a recognized institution or equivalent qualification; and
  • At least 15 years management experience of which 6 years should have been at the senior/executive management in the field of civil aviation.

  • Excellent skills in report writing;
  • Ability to work harmoniously and effectively with other people;

Tenure of Appointment:

Remuneration:
